For the first time in several election cycles, California voters will be able to vote for a Republican for Governor, assuming Steve Hilton maintains his current top two standing. While party registration is heavily Democrat and likely to favor Becerra in the November General Election, having a Republican on the ballot has become a rarity.
The Top Two Primary used in California was advanced by our guest and his firm back in 2010. Is it more democratic than closed primaries allowing independents to participate, or does it produce skewed results ?
